There are compelling reasons to doubt some of what you said there. For example, public opinion polls from Russia (apart from the Lavada Centre perhaps) are very difficult to trust completely. There are social and financial incentives in Russia to not be against the regime and to be supportive or, at least, quiet about Russia's war on Ukraine.
Second, it would be good to define "propaganda." There are events in EU and US history that have been "on the wrong side of history" (such as the Vietnam war, the bombing of Cambodia, military involvement in Afghanistan, etc.) that have been clear examples of moral and geopolitical failure, yet in official discourse are not so critical. Key distinction there is "not so critical." Because criticism of Vietnam is almost completely bipartisan, for example.
