Sanctions are a recent invention.

Also, sanctions work, granted at an approximate 1/4 amount of times.

Lastly, oil imports (and conveniently increased correlated prices) are the primary reason Putin’s popularity rose in the early 2000s.

With these off the table by the beginning of 2023, sanctions will likely cause unrest in localities far from the Kremlin that rely on exports most.

Sanctions toward Russia have historically not been effective because they have not included a near-total (90%) ban on Russian energy imports into the EU.

That is now entirely different.
