Overall, many scholars avoid the term when it comes to describing the USSR specifically because it was not homogeneous when it came to policies. At different stages it functioned very differently from the hawkish characteristics it had under Stalin and Lenin. Of course, today’s behavior Russia is exhibiting is a very different case.

I hear your point. And yes that’s broadly the point here. History is nuanced.
