It's a tragedy, yes, but in a different way. Arguably, Russians seeking to kill Ukrainians deserve to be shot at and thus killed. The same is not true about non-combatants even if they voted for Putin. There is a small moral difference, I'd say but significant enough to demarcate. We might disagree on this, though.
