He's definitely "negotiating" as if he is winning Ukraine. And no doubt Russia is causing significant damages and without US support Ukraine would not be able to withstand. But the idea that he is in a fundamentally superior position to demand these things is quite delusional, I think you're right. We'll see about November though and how the US election turns out.
