Knowing Putin, I see your point as to the “bluff” of nuclear threat. Looking back, much of the large-scale invasion buildup from the fall of 2021 to the winter of 2022 was similarly a point of leverage, however.

One thing is for certain, Putin is unpredictable.

I believe Putin said that his main target would be London and then Warsaw, if it were to happen. But the reasons are fairly dubious. Warsaw is more obvious as Poland has acted very forcefully against Russia in recent months and has housed more Ukrainians than each neighboring nation combined.
