Good question. Seemingly, the gas might not be turned off. Presently, Nord stream I is “officially” turned off because of delays related to sanctions from a turbine from Canada.
Thus far, we don’t have many reasons to not believe these reports. It is beneficial for both parties to continue gas flows, as winter is approaching, and, yes, you are right — Europe will not survive the winter without gas supplies.
They’d survive without oil supplies, which can be shipped from Canada, the US, or Saudi Arabia. Gas is much more difficult to get.
