It is hard to say what "Putin sees," since he has been shown to be an irrational actor misguided and stifled by the "yes men" around him.

One thing is certain, recent NATO expansion (Finland and Sweden) is directly, as polls suggest, a result of Putin's invasion of Ukraine.

So, it is the result of Putin's threat - not the other way around.
